VFRS-1047 Implement the new landing page.

Carousel in place -- edit slides in users_controller.erb.
At some point, should probably migrate to admin db.
Minor rework to make user/* (web.erb) pages appear correctly in firefox
-- float issues.
Buzz should work (may need some styling)
Latest is stubbed out.
